ice isn't a mineral. it's just water in a different state. in theory, if you're an earth bender, you could maybe move the tiny minerals that are in the water, but i think you'd need really good concentration and you wouldn't be able to move something big like an ice block. the ratio of minerals/water would have to be greater.
